The Spirit of '45

“Hey, dearest, shall we go to the cinema tonight? There’s a documentary showing about post-war politics in Great Britain and the rise and fall of the social welfare state.” Now that is something you never hear. And yet, there’s a new film that fits precisely that description. Go and see it with your girl-/boyfriend and you won’t be the only ones there. That’s because the documentary was directed by Ken Loach. He has made so many excellent, socially committed films that his name has become a hallmark of quality. But is this a good documentary? The first hour is simply excellent. Loach manages to construct a grand narrative at the grassroots: with gripping archival footage and testimonies from ordinary people that are genuinely eye-opening. Two things become crystal-clear: how incredibly necessary the social measures taken by the Labour government were when they came to power after World War II, and how thanks to the spirit of 1945, the country changed dramatically and definitively in record time. Once Margret Thatcher sails into view, however, the spirit goes out of The Spirit of ’45. Loach’s rushed chapter on the dismantling of the socialist welfare state is as simplistic as his sketch of its emergence was fine and powerful. For example, the loss of the mining industry is a slightly more complicated story than: neo-liberal bitch snatches away labourers’ jobs. The enthusiastic Loach is in better form than the angry Loach.

Er draait een documentaire over de Britse, naoorlogse politiek en de totstandkoming en verbrokkeling van de sociale welvaartsstaat.” Dat hoor je nu eens nooit. En toch staat er sinds woensdag een film op de affiche die beantwoordt aan die beschrijving. Ga ernaartoe en je zult niet alleen zitten in de zaal. De documentaire is namelijk geregisseerd door Ken Loach, de maker van zoveel uitstekende, sociaal bewogen films dat hij een keurmerk is geworden. Het eerste uur is ijzersterk. Loach slaagt erin het grote verhaal te brengen van onder uit: met boeiende, sterke archiefbeelden en getuigenissen van gewone mensen die de ogen openen. Twee dingen worden glashelder: hoe noodzakelijk de sociale maatregelen waren van de Labour-regering die na de Tweede Wereldoorlog aan de macht kwam, en hoe dankzij de spirit van 1945 op een recordtijd het land revolutionair en voorgoed veranderd werd. Maar zodra Thatcher in beeld komt, vloeit de spirit uit The spirit of ’45. Zo fraai als Loach het ontstaan van de sociale welvaartsstaat schetst, zo kort gaat hij door de bocht in het hoofdstuk over de ontmanteling ervan. De teloorgang van de mijnindustrie is een toch net iets ingewikkelder verhaal dan: neoliberaal kreng pakt arbeiders hun werk af. Enthousiaste Loach was beter in vorm dan boze Loach.

Il y a un documentaire à propos de la politique de l’après-guerre en Grande-Bretagne, ça parle aussi de la mise en place et de l’émiettement de la sécurité sociale. » On n’entend pas ça tous les jours. Et pourtant, depuis mercredi, il y a un film qui correspond à cette description à l’affiche, réalisé par Ken Loach. Il nous a donné tellement d’excellents films qu’il est devenu une véritable marque de fabrique. La première heure est ultra puissante. Loach parvient à nous livrer une histoire passionnante à base d’images d’archives et de témoignages. Deux choses deviennent très claires : à quel point étaient indispensables les mesures sociales qui ont été prises par les Travaillistes quand ils sont arrivés au pouvoir au lendemain de la Seconde Guerre mondiale, et comment le pays a vécu une véritable révolution grâce à l’esprit de 1945. Mais, une fois que Margaret Thatcher arrive à l’écran, The Spirit of ‘45 s’évanouit. Autant Loach réussit à nous expliquer clairement la naissance de la sécurité sociale, autant il se précipite un peu dans le chapitre qui concerne son démantèlement. La décadence de l’industrie minière, par exemple, est tout de même un peu plus complexe que des néolibéraux sans cœur qui arrachent leur emploi aux ouvriers. Le Loach enthousiaste était plus en forme que le Loach en colère.
